During his tenure as Zambia’s Minister of Foreign Affairs, Harry Kalaba played a notable diplomatic role in the government-to-government cooperation that supported the construction of the National Heroes Stadium in Lusaka.
At the time, Zambia was strengthening its infrastructure partnerships with China, and Kalaba’s portfolio placed him at the forefront of these engagements. He participated in the high-level interactions that enabled Zambia to secure Chinese technical and financial support for several national development projects, including Heroes Stadium.
Through his office, Kalaba helped facilitate the signing processes and cooperation frameworks between Zambia and the Chinese government. His involvement contributed to ensuring that the agreement aligned with Zambia’s infrastructure development priorities and remained consistent with broader bilateral commitments.
The stadium—constructed by the China State Construction Engineering Corporation—later became a landmark national sports facility. It was envisioned not only to boost sports development but also to serve as a symbol of ongoing Zambia–China cooperation, in which Kalaba played a diplomatic and coordination role.
