As Minister of Foreign Affairs, Harry Kalaba played a key role in the government engagements that led to the signing of the cooperation agreement for the expansion of the Levy Mwanawasa Medical (University Teaching) Hospital in Lusaka.

As part of Zambia’s broader effort to strengthen its healthcare infrastructure, Kalaba helped steer diplomatic negotiations with the Chinese government, ensuring that the expansion project was successfully incorporated into the bilateral cooperation framework. Through his position, he supported the coordination of government processes that enabled financing and construction arrangements to be finalized.

The expansion of the hospital—intended to increase bed capacity, improve specialist services, and enhance medical training—became an important milestone in Zambia’s health sector development. Kalaba’s involvement contributed to securing international partnership support that helped position the facility as one of the country’s leading referral hospitals.
